In many ways, yes. WARP protects your traffic in much the same way as a VPN does, preventing Internet snoops from spying on what you do. Unlike a VPN, WARP is design to improve the quality of your Internet connection by using a more modern protocol, and can improve the routing of your Internet traffic with WARP+. WARP does not provide anonymity however, it is not designed to prevent servers you communicate with from identifying you, or to allow you to pretend to be accessing the Internet in a different country than you are currently in.
